Industry-related experience is considered to be hotel or restaurant management, restaurant operations, field or laboratory experience in environmental or public health, food sanitation or quality control. **Note: Applicants with a Bachelor degree in a health-related field or a Bachelor degree in any field and one year industry-related experience may substitute for the two year Associate degree in culinary or hospitality management or two or more years industry-related experience.** Duties & Responsibilities This position reports to the District Manager (DM) and supervises Sanitation & Safety Specialist and Senior Sanitation & Safety Specialist positions. Responsible for performing technology duties which include, but are not limited to; computer software and hardware, data systems, and Versa: Regulation. Monitors and facilitates training for new inspectors as provided in training policies and procedures. Directs and coordinates the workload of inspectors. Maintains inspection activity data. Communicates regularly with assigned inspectors. Evaluates reports and takes appropriate action. Coordinates and directs inspectors to locate and license previously unlicensed establishments. Conducts quality assurance inspections and reviews through observation, reports and conferences, the work of inspectors to determine that public health laws and regulations are being administered in accordance with established policies and procedures. Conducts field ride-a-longs with Senior Inspectors and Inspectors to observe and monitor continued adherence with established policies and procedures. Reviews samples of inspectors’ daily work including inspection and re-inspection reports, daily activity reports, temporary food service license receipts, change record forms, travel forms, and summary reports. Utilizes coaching measures, corrective measures, and disciplinary measures as needed. Establishes new employee performance evaluation in People First and conducts probationary and annual performance evaluations correctly and in a timely manner, meeting assigned deadline. The employee in this Select Exempt Service position is expected to work a flexible work schedule to allow for inspections at temporary events, during peak service periods, holidays, and special events as required. Employee’s work hours may exceed those of a usual work period, and assists the District Manager (DM) with office and district operations. Confers with management regarding the application of policies and procedures concerning situations that are departmentally sensitive. Confers with and educates the public, builders, owners, public officials and civic groups concerning business practices, sanitation, and safety and health regulations. Conducts investigations to monitor health or sanitation standards. Provides consultation and prepares reports relating to safety and sanitation problems. Coordinates activities with federal, state and municipal safety and health agencies. Interprets and explains the significance of public health laws, rules and other related sanitation. Monitor FOD and ITS (Internal Tracking System) reports to insure that Sanitation & Safety Specialists and Senior Sanitation & Safety Specialists are performing regulatory visits based on a risk-based inspection frequency established by rule. Utilizes corrective actions to include Letters of Counseling as necessary. Inspects public lodging and food service establishments for compliance with environmental health, safety and sanitation regulations, fire safety, proper business practices, and other health, safety and sanitation related areas as needed. Identifies and licenses temporary food service events as required. Investigates foodborne illnesses, sanitation nuisance complaints, and business practice complaints as needed. Serves legal documents as necessary. Maintains required credentials and continuing education requirements. Maintains records and files for one year. Conducts regulatory and HAACP inspections of food service establishments. Visits accounts identified as a food service provider to highly susceptible populations to monitor compliance with food codes. Coordinates and/or participates in compliance action. Conducts joint re-inspections with inspectors and other governmental agencies as needed. Writes requests for administrative complaints and hearings. Testifies at court and administrative hearings and interacts with departmental legal offices and other regulatory agencies. Conducts FDA approved standardization training and conducts re-standardization training/inspections for inspection staff. Monitors subordinates for appropriate maintenance of state equipment and property. Ensures vehicles are maintained in accordance with department and division policies and requests/monitors that repairs are performed in a timely manner. Performs other related work as required. Knowledge, Skills and Abilities Knowledge of Chapter 509 F.S, Chapter 83 F.S., Chapter 61C FAC, and FDA Food Code. Skilled to manage statewide programs for Inspections, Plan Review, Staff Training, & Quality Assurance. Skilled to conduct regulatory risk based & Hazard Analysis Critical Control Points (HACCP) inspections of food service establishments & public lodging for compliance with environmental health safety & sanitation regulations.
